The Forward Plan sets out decisions that the Cabinet, or an individual Cabinet Member intends to take over the following four months. The Plan is updated each month and republished and can be obtained from Brighton & Hove City Council Forward Plan or via e-mail at democratic.services@brighton-hove.gov.uk

 

The Council is required to publish notice of all key decisions at least 28 days before they are taken.

 

The Council’s Constitution states that a key decision is one that involves:

 

(a)    Expenditure which is, or the making of savings which are, significant having regard to the expenditure of the City Council’s budget, namely above £1,000,000; or

(b)    Is significant in terms of its effects on communities living or working in an area comprising two or more electoral divisions (wards).

 

As a matter of good practice, the Council's Forward Plan includes other items in addition to key decisions that are to be considered by Cabinet. This additional information is provided to inform local residents of all matters to be considered.

 

Meetings of the Cabinet are open to the public (with the exception of discussion regarding reports which contain exempt/confidential information). The Cabinet agenda containing all the reports being considered will be published 5 clear days before the meeting. Copies of the agenda and reports for meetings are available on the Council’s web site. 5.1 Comprehensive engagement and consultation been key to the project since its inception in Autumn 2022. Since the September 2025 cabinet paper, the most notable activities have been:
• a public exhibition held from 9 October to 2 November at the existing Alfred facility, sharing images of the design proposals for new facility and setting out the story of how the design has developed.
• a series of ‘meet the design team’ days, also held on site at King Alfred from 9 October to 11 October, with around 300 attendees.
• comments and views captured through comment cards and on-line through an on-line survey hosted on the council’s YourVoice platform, with around 600 respondents.
• wide press interest generated, with news items in the Argus following the release of the designs and journalists attending the ‘meet the design team’ days.
• continuing engagement with local community groups and sports clubs, including the Older People’s Council, West Hove Seafront Action Group, and others.
